Mr. Fakhar Hayat has been a career judge and a seasoned judicial educator in Pakistan. Retired as one of the most respected District and Session Judges, Mr. Fakhar Hayat has been one of the founding Directors of the Punjab Judicial Academy, Lahore and currently serving as a Director General of the Academy.

Mr. Hayat carries judicial career legacy, starting from Civil Judge to District and Sessions Judge, as Judge Banking Court, and served as the Registrar Lahore High Court as well. Besides, he has also served as Legal Consultant National Accountability Bureau (NAB), and Member Punjab Services Tribunal, in the past. As Registrar Lahore High Court, Mr. Hayat had made substantive contribution in the launching of Access to Justice Program in Pakistan, both during its negotiations as well as implementation phases. Mr. Hayat is an ardent reformist by nature and has made concrete efforts in introducing judicial reforms in the district judiciary.  Mr. Hayat has also the privilege of being the Director General of the Federal Judicial Academy,Islamabad, Pakistan.

He obtained LL.B degree in 1982, from Punjab University, Lahore. Enrolled as Advocate in 1983. He Joined a renowned Law Chamber. During practice as an advocate, he conducted cases of civil, criminal and corporate nature. He joined judicial service through competitive examination (PPSC) in the year 1985. Promoted as Senior Civil Judge in 1999 and posted as Deputy Secretary Law, in Law Department, Government of Punjab. He served as registrar accountability courts of Punjab, Lahore. He promoted as Additional District & Sessions Judge in BPS-20 and in 2010, he was promoted as District & Sessions Judge and served as Senior Special Judge Anti-Corruption court, Lahore and Judge Banking court, Multan. He also remained posted as District and Sessions Judge, Lodhran and Hafizabad. In 2015, he posted as Director Admin, in the Academy. In August 2016, again he participated in TOT program conducted by Dr. Livingston Armitage, Director, Centre of Judicial Studies of Australia.
 

Jazeela Aslam

Director Academic / Programs (District & Sessions Judge)
 
Joined Punjab Judicial Service in 1994 as Civil Judge-cum-Judicial Magistrate and worked as a trial court of original civil and criminal jurisdiction, while posted at district Lahore, Sheikhupura and Kasur till 2004. Managed civil litigation by the Government of Punjab as Deputy Solicitor for four years. After promotion as senior civil judge, was appointed Judge Small Causes Court/Guardian Judge -1 at Lahore. Promoted as Additional District &Sessions Judge in 2008 and assigned murder trial court. Conducted and decided many sessions trials at Kasur, Gujranwala and Sheikhupura, besides deciding civil and criminal appeals. Appointed Additional Director Instructions at Federal Judicial Academy, Islamabad and worked there from May 2013 to April 2015. Posted as Senior Instructor at Punjab Judicial Academy in May 2015 and continued in this capacity till promotion as District &Sessions Judge and appointed Director Academic/Programs at PJA.

Nadeem Ahmad Sohail Cheema

Got his LL.B degree from University of the Punjab and thereafter completed his LL.M degree from the Punjab University Law College. Area of research for LL.M degree remained constitutional Law on the topic “Voidance of Laws on the Touch Stone of Fundamental Rights”. He qualified PCS Judicial from the PPSC in the year 2000. In the year 2012, he was selected as a Research Officer to work at Research Center, Lahore High Court, Lahore and served there as a pioneer research officer for 1 year & 8 months. He was posted as Senior Instructor in Punjab Judicial Academy in the year 2014.  He was then promoted to the rank of Additional District & Sessions Judge in Year, 2015. He served as Additional District & Sessions Judge in Gujrat for 1 year and 4 months. In July 2016, his services were again placed at the disposal of the Punjab Judicial Academy. Got Training of Trainers (TOT) Conducted by Dr. Livingston Armitage Director Center of Judicial Studies Sydney Australia at PJA and later on himself conducted Training of Trainers (TOT) for adjunct faculty of PJA. Presently he is serving as Senior Instructor Punjab Judicial Academy. Attended Study Tour to UK (England and Northeren Ireland) arranged by British Commission from 5-15 Feb 2017.

 

Ayesha Khalid
Senior Instructor/Additional District & Sessions Judge

Got her LL.B degree from University of the Punjab. Thereafter, she qualified “PCS Judicial” from the Punjab Public Service Commission. On the basis of above competitive exams, she was appointed as Civil Judge-cum-Judicial Magistrate on 1st December, 2000. She served at different stations. In the year 2008, she was selected as a Deputy Solicitor, Law Department Government of the Punjab and served there for 11/2 years. On the basis of his qualification and experience, he was posted as Inquiry & Research Officer, Lahore High Court, Lahore on 28th August, 2013. In April, 2015 she was promoted as the rank of Additional District & Sessions Judge at Lahore for more than 2 years. In July 2016, she was awarded as a Star Judge from the Hon’ble Chief Justice Lahore High Court, Lahore. In January, 2017 her services were placed at the disposal of the Punjab Judicial Academy and presently she is serving as Senior Instructor Punjab Judicial Academy.

 

Rai Muhammad Khan
Senior Instructor / Additional District & Sessions Judge

Got his LL.B degree from University of the Punjab in the year 2000 and thereafter completed his LL.M degree from the same University. Area of research for LL.M degree remained Protection of Women Rights. He qualified PCS Executive and Judicial at the same time from the PPSC in the year 2001. On the basis of above competitive exams, he was offered post of Extra Assistant Commissioner on Executive side and Civil Judge-cum-Judicial Magistrate on Judicial side. However, he preferred to join the judicial service. He served as a Civil Judge-cum-Judicial Magistrate at different stations. In the year 2012, selected as a Research Officer to work at Research Center, Lahore High Court, Lahore and he served there as a pioneer research officer for 2 ½ years. He was posted as Senior Instructor in Punjab Judicial Academy in October 2014. In April, 2015 he was promoted as Senior Civil Judge and served as such at Mandi Bahauddin. He was then promoted to the rank of Additional District & Sessions Judge in August, 2015 and served in Lahore for more than 1 year. In July 2016, his services were again placed at the disposal of the Punjab Judicial Academy and presently he is serving as Senior Instructor Punjab Judicial Academy. He is also pursuing his Ph.D Law from International Islamic University, Islamabad.

 

Mahmood Azam
Senior Instructor / Additional District & Sessions Judge

He obtained LL.B degree in 2001 from the Punjab University, Lahore. Thereafter, he qualified “PCS Judicial” from the Punjab Public Service Commission (PPSC).  On the basis of competitive exams, he was appointed as Civil Judge-cum-Judicial Magistrate in November, 2002. He served at different stations. He was promoted as Senior Civil Judge, Rawalpindi in 2015. 

Subsequently, he was promoted as Additional District & Sessions Judge in August, 2016.  

In December, 2017, his services were placed at disposal of the Punjab Judicial Academy and presently he is serving as Senior Instructor, Punjab Judicial Academy, Lahore. He participated in the Training of Trainers (ToT) Workshop (26th to 29th December, 2017) conducted by UNODC.  He also attended in the 3-Day Workshop for Training of Trainers (ToT) (23rd to 25th January, 2018) conducted by Dr.Livingston Armytage, Director, Centre of Judicial Studies of Australia.  

Syed Ali Abbas

Senior Instructor/Additional District & Sessions Judge

He obtained LL.B degree in 2000 from the Punjab University, Lahore. Thereafter, he qualified “PCS Judicial” from the Punjab Public Service Commission (PPSC).  On the basis of competitive exams, he was appointed as Civil Judge-cum-Judicial Magistrate in November, 2002.  He served at different stations. He was promoted and posted as Senior Civil Judge, Lahore in August, 2016.  Being Senior Civil Judge, Lahore: He had a privilege to be the Member of CPC Rules Amendment Committee,  Member of the District Judiciary Advisory Committee and also worked as Secretary, Judicial Officer’s Welfare “Fund Management Committee”. Subsequently, he was promoted as Additional District & Sessions Judge in April, 2017 and remained posted at Lahore.  

In October, 2017, his services were placed at disposal of the Punjab Judicial Academy and presently he is serving as Senior Instructor, Punjab Judicial Academy, Lahore.  He also participated in the Training of Trainers (ToT) program (23-28 October, 2017) conducted by Dr. Livingston Armytage, Director, Centre of Judicial Studies of Australia.

Arif Ali
Additional Director

He got his Master in Economics thereafter completed LL.B from University of the Punjab. He is energetic and enthusiastic person who has developed a mature and responsible approach to any task, having a vast working experience. Strong organizational abilities work logically and thinking ahead. Serving the Punjab Judicial Academy, Lahore as Additional Director. Looks after the administration, matters of land acquisition & construction work of the Academy and accounts section. Act as convener of purchase committee. Transport officer and Custodian of Mess & Hostel. Appointed as Deputy Director in September 2009. Earlier performed the duties of Deputy Registrar (Judicial) in NIRC many times and protocol duties with the Chairman and members of NIRC. Also performed duties of Law officer behalf of the NIRC and appeared in different High Court, of the Country, conducted Referendums / Elections of various Government and Private Organizations as presiding officer / Returning Officer. Participated in various workshops and seminars arranged by the ILO, PLG&RD and UNODC etc. Participated in different training courses such as “Effective Management”, “Project Management”, Workshop on importance of conductive working environment at workplace and protection against Harassment of Women at workplace.

 

Imran Mujaddid Rabbani

Got his BCS degree from University of the Punjab in the year 2003 and thereafter completed his M.S CS degree from Govt College University (GCU), Lahore. Area of research was "Diagnosing Multiple Diseases using Expert System". He joined SIMS/Services Hospital Lahore as Computer Programmer in 2006 and served there as In charge Software Development Section. He automated all the Dept. of hospital especially Emergency, OPD and Medical Examination Department MED. In Sept, 2009, he joined Punjab Judicial Academy. Since then, he is serving as Instructor I.T and imparting I.T Skills to the Judicial Officers from all over the Punjab.  He is pursuing his Ph.D. in Computer Science from University of Engineering and Technology, Lahore. His research area in Ph.D. is "Efficient Cloud Service Selection through agents" and has also published many international articles.

In charge of Administration branches, looking after the affairs of establishment, course coordinator. Performed as stage secretary of all the official functions / ceremonies of the Academy, coordination with resource persons and participants. Dealing with the examination system of Punjab Judicial Academy.
