Habib Ullah Amir
Director General / District & Sessions Judge 

Started professional career as practicing lawyer in 1987 till his induction as Additional District & Sessions Judge in 2000. In this capacity he was posted at different districts / sub Divisions of Punjab i.e. Lodhran, Jaranwala, Attock and Talagang. Promoted as District & Sessions Judge in 2009 and posted as Judge Anti-Terrorism Court at Bahawalpur. Served on Ex-Cadre Posts as Senior Special Judge Anti-Corruption Punjab, Lahore and as Judicial Member, Appellate Tribunal,Punjab Revenue Authority, Lahore. Served as Member Inspection Team (MIT) Lahore High Court Lahore twice and Registrar, Lahore High Court. Served in the field as District & Sessions Judge at Pakpattan, Chiniot and Gujranwala. Elevated as Judge,  Lahore High Court, Lahore on 25.11.2016 and currently serving as Director General, Punjab Judicial Academy, Lahore.

Attended following courses / workshops:

  • Pre Service Training Course for AD&SJs for three weeks in 2000 at Federal Judicial Academy, Islamabad.
  • 11th One-week capacity building training for District & Sessions Judges, 26-30 December, 2011 at PJA.
  • One-Week Training Course on Intellectual Property Rights Laws and Environmental Laws 14 th to 19 th January, 2013 at Federal Judicial Academy, Islamabad.
  •  Attended 7 Days study tour to Turkey as D&SJ, nominated by Hon’ble Chief Justice Lahore High Court, from 24.11.2013 to 30.12.2013.
  • District Level Judicial Education training program at district Gujranwala, 13th November, 2015.
  • 21st one-day workshop on Sentencing, 30th January, 2016 at PJA.
 
Shazib Saeed
Director Admin/ District & Sessions Judge
Gold medalist in L.L.B. from University of Punjab, started law practice in 1990 and continued practice for 19 years. Selected as Additional District & Sessions Judge through competitive examination in 2009 and stood first in his batch and served in this capacity in different districts of Punjab. In November 2017 he was promoted as District & Sessions Judge and appointed as Director Research in the Punjab Judicial Academy and in June 2019, he was appointed as District and Sessions Judge Chakwal. In February 2018 he was appointed as Chairperson of Punjab Environmental Tribunal Lahore. He completed RWI Regional Blended Learning Course on Human Rights, Gender equality and Environment/Climate Change in the framework of SDGs 2018 organized by the Raoul Wallenberg Institute of Human Rights and Humanitarian Law. He is member of International Union of Conservation of Nature. World Commission on Environmental law 2017-2020. He has attended numerous national and International Conferences as speaker and is Author of two books “Handbook on Murder Trials” and “Judgements of Punjab Environmental Tribunal”. In December 2019, joined the Punjab Judicial Academy as Director Administration.

He did B.Sc. from Forman Christian College Lahore and LLB from Pakistan College of Law, University of the Punjab. Stood second in merit in Pakistan College of law and third in University of the Punjab. Selected as Civil Judge-cum-Judicial Magistrate in the year 2002, at the age of 24 years. Served in various districts of the Punjab including Lahore. Was promoted to the post of Senior Civil Judge in 2015 and served as Senior Civil Judge, Lahore. After promotion to the post of Additional District and Sessions Judge, served at Sahiwal and Bahawalnagar. In 2017, was designated as BU Law Scholar and earned the degree of LL.M. from Boston University School of Law, Massachusetts USA and was awarded American Law Outstanding Achievement Award on the basis of academic excellence and contribution to the class. He served with Honourable Judge William G. Young, United States District Judge and sat with him on the bench to observe court proceedings just as he do and kept working with him on the subject Judging In American Legal System. He served as Judge of Model Criminal Trial Court under the Expeditious Justice Initiative launched by Supreme Court of Pakistan in 2019. He is presently serving as Senior Instructor in PJA.

Shazia Munawar Makhdoom

She did her MA English from FC, college, Lahore. PGD in English Language Teaching from Punjab University, LLB from Punjab University and LLM from NCBA&E. She joined the service in the year 2008 as Civil Judge-cum-Judicial Magistrate. Served Punjab Judiciary as judge family court, Gujranwala, judge civil court, sheikhupura, and judge guardian court, Lahore. Served Lahore High Court Lahore as Deputy Registrar (Planning, Development & IT). She is an IT initiative and worked on pilot projects regarding electronic case management mechanism.  She has been associated with Punjab Judicial Academy as an adjunct faculty member and thereafter joined PJA as Senior Instructor.

She represented the Punjab judiciary as speaker in a seminar on violence against women organized by Women Commission of Pakistan, on 16th December, 2015, attended World Conference in Bangkok, Thailand on Judicial efficiency improvements & reengineering court process to streamline & right sizing the judiciary January 2017. She participated in a world conference in UK on modernizing Justice on behalf of District Judiciary Punjab. Visited USA to have an overview for implementation of Hague convention for parental child abduction, in 2018. Participated in international seminar as panelist to speak on Gender Based Violence Cases in Pakistan organized by Asian Development Bank, Manila, Philippine on 26 November 2018. She has been member of Advisory Council for policy making of Hon'ble Lahore High Court Lahore and introduced Court & Case Management policy with specialized courts project. She has been secretary of Women Welfare committee Punjab Judiciary.

Arif Ali
Additional Director

He got his Master in Economics thereafter completed LL.B from University of the Punjab. He is energetic and enthusiastic person who has developed a mature and responsible approach to any task, having a vast working experience. Strong organizational abilities work logically and thinking ahead. Serving the Punjab Judicial Academy, Lahore as Additional Director. Looks after the administration, matters of land acquisition & construction work of the Academy and accounts section. Act as convener of purchase committee. Transport officer and Custodian of Mess & Hostel. Appointed as Deputy Director in September 2009. Earlier performed the duties of Deputy Registrar (Judicial) in NIRC many times and protocol duties with the Chairman and members of NIRC. Also performed duties of Law officer behalf of the NIRC and appeared in different High Court, of the Country, conducted Referendums / Elections of various Government and Private Organizations as presiding officer / Returning Officer. Participated in various workshops and seminars arranged by the ILO, PLG&RD and UNODC etc. Participated in different training courses such as “Effective Management”, “Project Management”, Workshop on importance of conductive working environment at workplace and protection against Harassment of Women at workplace.

 
 

Imran Mujaddid Rabbani

Got his BCS degree from University of the Punjab in the year 2003 and thereafter completed his M.S CS degree from Govt College University (GCU), Lahore. Area of research was "Diagnosing Multiple Diseases using Expert System". He joined SIMS/Services Hospital Lahore as Computer Programmer in 2006 and served there as In charge Software Development Section. He automated all the Dept. of hospital especially Emergency, OPD and Medical Examination Department MED. In Sept, 2009, he joined Punjab Judicial Academy. Since then, he is serving as Instructor I.T and imparting I.T Skills to the Judicial Officers from all over the Punjab.  He is pursuing his Ph.D. in Computer Science from University of Engineering and Technology, Lahore. His research area in Ph.D. is "Efficient Cloud Service Selection through agents" and has also published many international articles.
