The Hon’ble Chief Justice Lahore High Court/ Chairperson BoM, Punjab Judicial Academy, Lahore, has been pleased to approve Online Webinar Sessions on DLECs (Constitution & Functions) Rules, 2011 For District & Sessions Judges in Punjab to be conducted in two batches, on 12th December, 2023 (Session-I) and on 20th December, 2023 (Session-II). Each batch consist of D&SJs from 18 Districts covering 36 Districts in two batches.
On 12th December, 2023, the webinar session inaugurated with the recitation of Holy Quran. In the opening remarks, Mr. Ashtar Abbas, Acting Director General PJA, shared his views that the webinar sessions are arranged to sensitize the District & Sessions Judges/Chairperson, DLECs about the latest amendments and significance of the DLECs. Law & Justice Commission of Pakistan, while reviewing performance of the DLECs, has been observed that optimum benefit of this unique forum is not being achieved for want of awareness amongst the masses and even the relevant stakeholders are unaware about the existence of such committees at district level and their mandate. Therefore, it is immensely important to enhance the effectiveness of these DLECs Committees through awareness about the free legal aid facility.
Mr. Muhammad Iram Ayaz, Director Training (Distance Learning) PJA, in his inaugural address gave an overview of the program and emphasized that the objectives of the training sessions are to highlight the functioning of DLECs, their procedure/process to avail free legal aid facility and sensitize on the recent amendments in DLECs (Constitution & Functions) Rules, 2011.
The topic for the inaugural training session was “Importance of DLECs in Dispensation of Justice: An Overview of Legal Framework and Recent Amendments” addressed by Hon’ble Mr. Justice (R) Mahmood Maqbool Bajwa, from 01:00 – 02:15 p.m., attended by District & Sessions Judges from Attock, Bahawalnagar, Bahawalpur, Bhakkar, Chakwal, Chiniot, Dera Ghazi Khan, Faisalabad, Gujranwala, Gujrat, Hafizabad, Jhang, Jhelum, Kasur, Khanewal, Khushab, Lahore & Layyah.
At the end of the session, detailed Questions & Answers session took place wherein the participant Judges asked questions from the learned resource person to clear the concept of the subject. Learned resource person appreciated the focus and active engagement of the participants.
